Delivering a Compliant SSoW Framework for a Complex Multi-Trade Construction Project

A major tier-one contractor undertaking a large-scale industrial construction project in the north of England required comprehensive CDM-compliant documentation to support tender submission and operational delivery.

The Challenge

The project involved the construction of a new industrial facility over a 14-month period, with multiple overlapping trades working simultaneously across a confined and operational site. The client faced several key challenges:

  • Managing subcontractor competency and coordination across 15+ specialist trades
  • Ensuring CDM 2015 compliance for both tender submission and live operations
  • Controlling high-risk activities including working at height, lifting operations, and confined space entry
  • Meeting the principal contractor's obligation to maintain and update the Construction Phase Plan
  • Demonstrating robust health and safety documentation to the principal designer and client

Our Approach

Operational Assurance Group was engaged to develop and maintain the site-wide safe systems of work framework. Our approach included:

  • Development of a comprehensive RAMS library covering all significant site activities and trades
  • Design and implementation of a multi-permit system for hot work, working at height, confined space, and lifting operations
  • Creation of a site-specific induction pack and toolbox talk schedule
  • Production of a Construction Phase Plan compliant with CDM 2015 requirements
  • Regular review and update of documentation in response to changing site conditions and scope variations
  • Competency framework and contractor pre-qualification procedures

All documentation was structured for audit compliance while remaining accessible and usable by site supervisors and operatives. We worked closely with the site management team to ensure systems were embedded into daily operations, not treated as a paper exercise.

Outcomes

The project delivered outstanding safety performance and full regulatory compliance:

  • Zero RIDDOR incidents across the entire 14-month construction period
  • Full CDM documentation accepted by the principal designer without queries or revisions
  • Successful HSE inspection with no improvement or prohibition notices issued
  • RAMS library and permit system adopted as the site standard and retained for ongoing use
  • Client commendation for quality and usability of safety documentation
